November Meeting MInutes

1. Dana Kirkham, City Council Member for the City of Ammon, came to the meeting. She informed us of the following:
  • Roads. The City of Ammon has not accepted the roads on the north side of Quail Ridge. The developer usually finishes a checklist of items and then turns the development over to the City. This has not yet occurred. As such, the City is not technically responsible for snow removal.
  • Parks. The developer has not made any arrangements with the City to accept, develop, or maintain a park on the north or south drainage fields. The City originally had plans for a fire station on the north side. Those plans have since changed. The City may be willing to work with the Association in the creation of a park, as they have done in other areas of Ammon.

2. Financial Report. The Treasurer, Bryant Belnap, gave a full report of the money received and spent since we took over the Association.

3.2008 Dues. When the Association was turned over to us from Foothill Properties, we were given a check for over $9,000. We have been unable to account for those who have paid and those who have not. It is also the thinking of the board and those present that many did not want to pay because they were uncertain about where the money was being spent. We are now asking anyone who has not paid in 2008 to do so. Please send the due to our Treasurer, Bryant Belnap.

4. 2009 Dues. It is the direction of the board and those present at the meeting tonight that the Association enforce the covenants of the Association, including charging interest on delinquent dues payments.

5. Responsible Neighbors. Several discussed at the meeting the need for all of those in the neighborhood to be good neighbors; to be respectful of others and their property, and to maintain their property in good order. Some present at the meeting pointed out that there is no "common" property on the north side at the present time. The reason to enforce the covenant and be good neighbors is to protect the property values of all in the Association. 

6. South/North. There was a discussion about the Association and a proposal to have the north and the south dissolve the current association and create a new one for each side. The consensus of those present was that we need the strength of the Association to accomplish what we need to do with the developer and the City, and need to stay as a unified body for the foreseeable future.

7. Quail Ridge #3. There was a discussion about the possibility of a Quail Ridge #3 at the south end of Foothill Road. A letter will be sent to the developer to understand the plans and intents of the proposed development.

8. It was discussed and decided that two letters would be sent out to the Association members: an invoice for dues and notice of the annual meeting. The only exception to this would be notices as necessary to collect dues. Other than that, this blog will be used to distribute information.
